Dialog: Don't let user interact with footer during transitions

It comes at a reasonable cost of extra visual transitions for buttons right after dialog enter and before dialog exit.

Not sure if worth backporting to KF5. On one hand it's a behavior change, but on the other, it's minus one footgun for users.
