KF5: Add What's this support to Kirigami actions and actions tool bars

• add support for showing extra information about an action by pressing shift to show it, and release the currently pressed shift to hide the extra information and show the tooltip again.

This MR, branch is more or less made to test on kf5 so I can replicate the same stuff on kf6.
