KUIServerV2JobTracker: Add "transient" property support
When the property transientProgressReporting is set on a job,
when it finishes without error, no "finished" notification will
be displayed.
This is for jobs, such as "loading archive" or stat jobs, which provide no meaningful action for the user once finished.
Does nothing without plasma/plasma-workspace!1206 (merged)
