Add KJobCreator manual test

This allows to create a KJob and manipulate it through a GUI for testing job tracker behavior with various combinations of job properties.

My jobtest.cpp I used for simulating and testing various combinations of job props got a bit messy, so I decided to make a nice UI for it.

Already found plasma/plasma-workspace!942 (merged) through it
