Launch terminal on Windows with workdir

Alexander Lohnau requested to merge work/windows_terminal into master

While this is not a complete implementation it is definitely a good start and will be useful for dolphin.
The command and env will be a bit more of work and we would need to consider the default terminal, but that has currently no usecase on Windows.
