Add helper function for setting up applications.menu for tests

KService used to ship an applications.menu file for Plasma to use

That file was moved to Plasma

This is a problem for unit tests in other projects that use KService and thus rely on this fine

This adds a small helper to be called during test setup that creates a minimal file in the right location so that tests can work
