Switch documentation generation to KApidox & EcmAddQch
EcmAddQch needs some extensions to fully support the needs (working on separately), but that should not stop the general switch.
BTW, API dox generation for KF6 next to KF5 on api.kde.org also needs someone to find to handle, or already planned? (myself not available sadly).
