cmake: use imported targets

Remove FindNetworkManager.cmake, because it only wraps pkg_search_modules(). Instead use imported targets so exported targets depend only on targets, not on hard-coded directories, which cause problems in cross-compilation environments with custom sysroot (like Yocto, for example)
