Implement SplitView with splitter handles

Compromises had to be made, because the perfect konsistency™ is unattainable due to the customness of Breeze specific config and poor usability of the default QSplitterHandle::resizeEvent formula.

Screenshots? It looks exactly how you would think it looks.
