dockerfile.xml: Use `bash` syntax for shell form of commands

Also,

• add missed AS keyword
• recognize parser directives (see https://docs.docker.com/engine/reference/builder/#syntax)
• recognize command options

P.S. @cullmann nowadays I'm a bit out of the Kate development process and dunno how to easily fix the hl tests... tests are filed for this MR now ;-(
