Indexer: ignore attribute with lookAhead in suggestRuleMerger() and check...

Indexer: ignore attribute with lookAhead=1 in suggestRuleMerger() and check attribute only used with lookAhead=1 or <IncludeRules/>

I also tried a check based on fallthroughContext, but there were some false positives. So I only modified jam.xml. There were others like TOML which never use Normal Text, but I finally didn't touch it.
