Draft: Add geany.theme

I would like to add Geany's colour theme, but I am unsure if the licenses are compatible. According to REUSE, org.kde.syntax-highlighting contains stuff with GPL-2.0, however I cannot confirm that, as in I cannot find anything that is licensed under GPL-2.0 in the repo. Geany itself is licensed under GPL-2.0-or-later.

The idea is that people switching from Geany to KDevelop will be able to choose a familiar colour theme without having to go through the process of making it themselves like I did.
