Drop outdated pre-kf5 kconfig update rules

Friedrich W. H. Kossebau requested to merge work/kossebau/dropoutdatedconfigupdate into master

Added 14 years ago, for data in the .kde dir, which no longer is supported (config migration kde4 dirs -> kf5 dirs is gone for KF6).

Update script also using kde4-config --localprefix which no longer can be expected (as found by @krop).

Would backport to 24.02.
