Clear cache when refreshing positions

Julian Helfferich requested to merge helfferich/kblocks:clear_cache_when_changing_themes into release/21.04

Positions are refreshed when the theme changes. To ensure that all SVG items (blocks) are displayed correctly in the new theme, the cache needs to be cleared. This merge request fixes part a) of bug 380474.
