Iqs final calculation

This branch includes 3 task : imagequalitycalculator which calculates quality score based on detection result, refactor of 4 detection, and refactor unit test.

The IQS now can recognize different level of quality (by detectgeneral_utest). Test image comes from the dataset koniq-10k. I choose image for test case based on the score of this dataset. However,
unfortunately there are still various of case where the test fail.
