Fix GitLab pipeline and add jobs for building and deploying Windows installers

Ingo Klöcker requested to merge work/kloecker/fix-and-extend-gitlab-jobs into master

This migrates the Windows MSVC builds from Binary Factory to GitLab. I have commented out the included GitLab templates because the Windows builds fail since some time on Binary Factory.
