Make DocTools optional

Luc Schrijvers requested to merge begasus/kgraphviewer:doctools into master

We have been disabling DocTools on Haiku for a while (I've seen others also doing it), this adds a check for it as an optional dependency so it can be build without it. Our issue with DocTools is more related to libxml2 or one of the depending ones preventing us to use it.
