Remove KIPI destination plugin
KIPI is quite dead, most KDE apps don't use it any more
This leaves Kooka as the only user of Kipi in KDE
Conceptually the replacement is Purpose, which Kooka already supports
Purpose doesn't cover all the services Kipi does, but if we find any particular service sorely missing we should add that to Purpose instead of keeping using Kipi
