Update README.md with corrected link and more information

The first link to the KPhotoAlbums page on apps.kde.org was pointing to a version in the wrong language. The link was updated to direct to the English language page.

Added a table of contents to the README file.

Added a better description of the program.

Added more information about installation and useful links for installation and building for developers.

Added more information about bug reports and linked to a wiki page where users can learn how to report bugs.
