Enable color sample preview for Color Sample Tool

Add a small square box that shows the current color and the sampled color when using the Color Sample Tool. This is similar functionality to using the color sample shortcut and used from kis_tool_paint.cc as a reference.

  • Have the preview rect disappear when you mouse off the canvas

Test Plan

Use the Color Sample Tool (in the toolbar) and sample colors.
