G'MIC: update to 2.9.9

This MR updates G'MIC to a newly rebased 2.9.9.

@rempt: release is available here, please pick the tar.gz and upload to files.kde.org. The MR already has the expected URL.

Test Plan

Build Krita and the relevant deps/plugins.
