Set default fullscreen mode to off

Before this commit the krita config set fullscreen mode to true by default despite Krita not actually starting in fullscreen. That caused some canvas-only settings to behave incorrectly. This commit aligns the fullscreen mode and startup behavior (both off).

Specifically this should fix the title bar not being hidden in canvas-only mode on new installs.

Test Plan

  1. Remove (or move) your kritarc config, restart krita, and check that canvas only mode settings apply correctly (configure krita -> canvas only settings)
  2. After manually entering fullscreen mode (ctrl + shift+ F) check that canvas only mode mode settings apply correctly
