Sort Bundle rescources alphabetically

When creating a bundle sort the resources alphabetically instead of by ID so they are easier view/find in the creator.

Test Plan

Go to settings -> manage resources -> create resource bundle. View and move available/selected resources. They should be sorted alphabetically.
