Fix toolbars becoming immovable after configuration

R. B. requested to merge tomtomtom/krita:tomtomtom/unlocktoolbarsafterconfig into master

It seems 4fb7b5b8 from a couple years ago missed a case involving toolbar configuration. This MR moves the KToolBar::setToolBarsLocked call into KisMainWindow::applyToolBarLayout().

Test Plan

  1. In the menu bar, go to Settings -> Configure Toolbars.
  2. Add "About Krita" action to a toolbar.
  3. Apply changes.
