Fix all SAFE_ASSERTS caused by undo/redoing strokes from cumulative undo

Test Plan

BUG:443330

In addition to the steps in the bug, tweak the settings of Cumulative Undo, especially the "Split Strokes" to verify that there are no safe asserts.
