Fix write protected showing sometimes on writable files

Sometimes the titlebar would show "write protected" when you had a file open that was writable. This was caused by opening a read only file and the titlebar not updating correctly afterwards. This commit fixes that issue.

Bug:410745

Test Plan

  1. Open a writeable file and a read only file
  2. Switch between the two documents ( Titlebar should properly update based if document is writeable)
  3. Go to read only file and close that tab ( Titlebar should end with no "write protected" message)
