Add permanence to selection modification parameters

Parameters are permanent within a session for selection modification tools

  • Feather selection (radius)
  • Shrink selection (shrink value)
  • Grow selection (grow value)
  • Border selection (border width, anti-aliasing)

Test Plan

Use the selection modification tools and change the default values. Reuse those tools later on, the values should be the same as set before.
