Update to G'MIC 3.0.0

Amy spark requested to merge lsegovia/krita:work/amyspark/gmic-3 into master

This MR updates G'MIC to 3.0.0.

As usual, the tarball is available at my S3 bucket, I already set the correct URL here so it can be merged and cherry-picked without further modification.

Build Krita plugins.
