Make overview docker control-hiding work well with touch

This makes the overview docker handle the touch input properly.

The controls auto-showing/hiding relies on the enter/leave events which are not emited by the touch input, so the controls where for example not showing when the user touched the overview.

The docker works as before with muse and pen but now the user can touch & drag on the overview to pan, and also can tap on the overview to show/hide the controls.
