447862 Fix patch for fontconfig triggering autoreconf

Amy spark requested to merge lsegovia/krita:work/amyspark/fontconfig-2 into master

Both .am and compiled files need to be updated. Let's also make sure their modification times don't change, either.

Test Plan

Build Krita dependencies and check that fontconfig build passes without an issue.
