PEP-632: Remove deprecated distutils from our scripts

Amy spark requested to merge lsegovia/krita:work/amyspark/pep-632 into master

PEP-632 has been enacted in Python 3.10 and it is warning that it'll yank distutils on Python 3.12.

This MR replaces our uses of distutils with the equivalent in the sysconfig module.

Test Plan

Build Krita with PyQt5 support and check all goes according to plan.
