Move the platform dependent auto save location to KisAutoSaveRecoveryDialog

Having multiple copies of the same code makes it hard to change for a single platform.

On Android, specifically the unnamed files would autosave to internal storage which wasn't intentional as this would make retrieval for users hard.

I selected KisAutoSaveRecoveryDialog to be the location of static function because this class explicitly deals with files of this nature.

Test Plan

Autosave of both unnamed and named files should work like before on all platforms.
