Make QMenu less sensitive to mouse jitter

From: https://bugreports.qt.io/browse/QTBUG-57849. The Qt patch is amended with an additional patch to fix the problem on highDPI devices.

Test Plan

Test bringing up QMenu with right click on an external tablet or longpress on Android. The action in the menu shouldn't be selected due to the natural jitter of an input device. Additionally check this on device with high pixel density.
