Enable libjxl on Android and fix its aarch64 build

Amy spark requested to merge lsegovia/krita:work/amyspark/enable-libjxl-android into master

Doesn't fix the associated bug, the warnings still fire. But at least it builds on updated NDK versions.

Test Plan

Build Krita on Android x86, armv7-a and arm64.
