[5.1] Cherry-picks on the Preferences dialog

Amy spark requested to merge lsegovia/krita:work/amyspark/cherry-picks-preference-settings into krita/5.1

This MR rearranges !1483 (merged) for a cleaner merge to 5.1. Since there is a commit of Dmitry that wasn't cherry-picked and that is a dependency of mine, I'm making this PR for review.

N/A, changes already tested in the referred PR.
