Add CSP-compatible shortcut scheme

I did my best to recreate Clip Studio Paint's default shortcut scheme based on reading its manual. I haven't used CSP myself and I haven't yet gotten any feedback from anyone who has in this thread, which has more details: https://krita-artists.org/t/a-default-csp-compatible-shortcut-scheme-in-canvas-input-settings/46186

Test Plan

Try out the shortcuts, make sure they are assigned as expected and don't have any conflicts.
