G'MIC: update to 3.1.6

Amy spark requested to merge lsegovia/krita:work/amyspark/gmic into master

@rempt: the new tgz is at the usual place.

I'll make sure this is also released with the 5.1 branch, since David intends this to be the last stable version till 3.2.
