webp: Find Module improvements

Amy spark requested to merge lsegovia/krita:work/amyspark/fix-webp-1_2_4-lookup into master

This MR adds support for libsharpyuv, which will be a new component of libwebp starting with 1.2.4.

It also adds support for static libraries built using MSVC, fixes the lookup name of libwebpdecoder, and makes sure whatever folders are reported by pkg-config are added to the INTERFACE_INCLUDE_DIRECTORIES property of each target.

Test Plan

N/A. Krita uses shared libraries and CMake Config Modules. These changes are intended for possible users of our Find Module.
