Fix BUG:428080 as setting

The simple way of fixing BUG:428080 without reintroducing BUG:328540

There probably is a better way to do it, but this bug has been there for much too long.

GUI: An additional checkbox in settings allows you to disable emulation of key events when Krita is focused.

On window managers, when gaining focus through a keyboard shortcut, Krita emulates key presses that are meant for the WM and will not get their button released event; and thus act as if the shortcut is constantly pressed.

Test Plan

In a WM, Krita should no longer be wonky when emulateKeysOnFocus is disabled.
