Remove all remnants of Win 32-bit support

This is a cleanup MR extracted from !1604 (merged). It targets solely the removal of 32-bit support throughout packaging and 3rdparty.

Test Plan

N/A (we do not support 32bit anymore since the release of Krita 5.)
