pyqt: Simplify patches to agnostically support Python > 3.8 and MinGW

This MR is part of !1604 (merged), I've extracted the simplification to our PyQt patches that will allow supporting agnostically Python 3.8 and higher. There should be no need for further rebasing after these changes.

Test Plan

Build 3rdparty deps, then build Krita.
