457447 Update resolution in measuring tool during paint

I fixed the measuring tool so it provides the correct measurement after the resolution changes.

Test Plan

Open a file at 300 ppi. Measure the width of the image using inches or mm. Resize to 600 ppi and measure the width of the image again. Before the resolution stayed at 300 ppi so the result would be twice as large as it should be. With this MR the correct width is reported.
