Resource Manager: add a placeholder panel for no/multiple selection

This MR adds a placeholder widget for when there are none/multiple resources selected, so that empty widgets are no longer shown.

Test Plan

Build Krita and open the Resource Manager. Try selecting one, two resources, and then deselect them. Check that the panel switches accordingly.

In case a patch breaks the build, both the author and the reviewer should be contacted to fix the build. If this is not possible, the commits shall be reverted, and a notification with the reasoning and any relevant logs shall be sent to the mailing list, kimageshop@kde.org.
