Fix docker ShowOnWelcomePage flag

Ignore ShowOnWelcomePage flag if we aren't on the welcome page, so we can still hide those dockers normally.

Test Plan

Check that the Log Docker or Comics Manager docker show on the Welcome Page but are hidden when Show Dockers is unchecked.
