Feather Range Maximum increased in the Tool Options docker for Select and Fill

The Feather feature in the Tool Options can be used as a very, speedy gradient-tool. When using the Freehand Selection Tool on a layer, and increasing the Feather option, you can then hit Ctrl+U to bring up the HSV/HSL Adjustment Sliders. This allows a quick, precise and soft gradient effect on the selection.

The current Maximum Range for the Feather Slider is 40PX. This creates a relatively, hard Feather.

The Maximum Range for the Feather Slider Effect has been increased to 400 from 40. At 400 the Selection Tools can now apply a soft gradient.

A Soft Range was added to keep the initial Maximum of 40 implemented in the Tool Options Feather Slider. Now both options are accessible as the typical use case for the feather tool focuses on smaller pixel counts.
