Changed to file layer in drop down to Convert to file layer

Changed the Layer > Convert > option "to File Layer..." to "Convert to File Layer..." so it is consistent with the rest of the sub-menu.

Test Plan

Go to Layer > Convert > see option is now "Convert to File Layer..."
