Increase Grow range in Selection/Fill tools

To match the increase in Feather range, makes the Grow range in Selection/Fill tools +-400 with a soft range of +-40 (the previous range).

It's noticeably slower than feathering is at the same size, but it still seems fine to me.

Test Plan

In the Selection/Fill tools, toggle the Grow slider to full range, set it to 400 and make a selection/fill.
