Add horizontal axis option for Relative Zoom Mode

Test Plan

Added a new setting to adjust the way Relative Zoom Mode zooms:

Before enabling it, when using ctrl + space and left click drag, moving the mouse up and down on a canvas zooms in and out.

After enabling it, the above will have changed to right and left instead.

Formalities Checklist
