add button to delete all guides

Add a button to the grids and guides docker (under the guides tab) that will delete all the guides

Test Plan

1. Go to the guides tab in the grids and guides docker
2. Enable show rulers and create some guides by click+dragging on the ruler onto the canvas
3. Click on delete button (":trash: All" button)
