Fix: KisInputActionGroupsGuard may be persisted.

KisToolOutLineBase install KisInputActionGroupsGuard should detect whether already installed. In some special cases(selecting is interrupted), guard will be installed twice by mistake. This causes mask to be persisted(Most of the canvas input actions are disabled),no way to undo it except to close document and reopen. 图片 图片
